Reforms are demands to improve services, especially health services to the community in Merauke. The purpose of writing is to analyze the theory of agency in order to verify the health care bureaucracy reformas Merauke district, which includes reform of the bureaucracy, adverse selection and moral hazard. This study used a qualitative approach and data collection is done by using interviews and intervieuw based on interactive model of Milles and Huberman. The results showed that the reform of health care bureaucracy in Merauke not running optimally, and the problem of adverse selection and moral hazard is still happening in the agency relationship between the Department of Health and the Health Cent
